Overview:

Lower Falls is also in the middle of Rochester, though farther south in a less-than-desirable neighborhood. While there’s a viewing platform dedicated to the falls, it doesn’t provide a full view. In order to see the full falls, you’ll have to walk on the bridge and peer through the chain link fence over the river.

Directions:

Parking for the falls can be accessed via the Maplewood Park Rose Garden. Just cross the street.
